The Austro-Hungarian empire, in order to secure its dominance over Bosnia and Herzegovina and fearing rebellion from the population and proximity to the already independent Montenegro, decided to make Trebinje a fortified city, called Festung Trebinje, with 36 fortifications and accompanying infrastructure, or almost 100 military facilities. Many buildings in the city center date from that period, but the main attraction are the fortifications in the surrounding area.

The Austro-Hungarians had planned to expand and repurpose this artillery tower, for which they had allocated a budget larger than that spent on Strač, but their own collapse prevented it.
